I've just heard a phrase with that meaning from James Nachtwey in the documentary War Photographer. I'd say that this documentary is the most descriptive one that I've seen so far on the nature of photojournalism and photography overall. I was surprised to see that a good portion of the documentary dealt with the recent war in my home country--Kosova (also known as Kosovo); and I was even more surprised when I saw one of the greatest Kosovar Albanian photojournalists--Ferdi Limani in this documentary.
Overall, if you're struggling with putting a meaning behind your shots, you might want to watch this documentary and see what photography is really about (at least from a different point of view).
Before I finish this journal entry I'd want to add the following quotation from Gilad Benari that I've read today:
"I made myself a rule, early one, that I won't push the button, if I didn't know what the picture is about. What is the message, idea, concept. What would make it unique."
